Lucia Mar USD to Hold Public Hearing on June 22, 2021 to Review

Proposed Trustee Area Boundaries

 

On June 22, 2021 at 7 p.m., the Lucia Mar Unified School District will hold a public hearing to receive community input on “draft” trustee area maps and the proposed transition to by-trustee area elections. Following the public hearing, the Board will vote to select a preferred trustee area map. 

 

Earlier in the year, the Board adopted Resolution Number A-2021-28, declaring its intent to transition from at-large elections, where each trustee is elected by all voters within the District, to by-trustee area elections, where each trustee must reside within a designated trustee area boundary, and is elected only by the voters in that trustee-area. On May 4, 2021, after two public hearings to gather community input on the trustee area map creation process, the Board adopted Resolution Number A-2021-30, establishing the criteria to guide the District’s demographers in preparing draft trustee area boundary maps. On May 11, 2021, the District published two draft maps prepared by the demographer for the Board and the public’s consideration.

 

On May 18, 2021, the Board held the first of two required public hearings to receive public input on these maps.  On June 1, 2021, the District timely published one new proposed trustee area map (purple) and two revised (orange and green) proposed trustee area maps on the District website.  On June 8, 2021, the Board held the second of two statutorily required public hearings to receive community input on the proposed trustee area maps, pursuant to Elections Code section 10010(a)(2).  All published maps can be found using the District’s interactive mapping tool at the following:

On June 22, 2021, the Board will hold a public hearing to receive community input on the draft trustee area maps and proposed transition to by-trustee area elections. Following the public hearing, the Board will vote to select a preferred trustee area map and election sequencing, to be submitted to the San Luis Obispo County Committee on School District Organization for approval.

El 22 de junio de 2021 a las 7 p.m., el Distrito Escolar Unificado Lucia Mar llevará a cabo una audiencia pública para recibir comentarios de la comunidad sobre el “borrador” de los mapas de áreas fideicomisarias y la transición propuesta a elecciones por área del fideicomisario . Después de la audiencia pública, la Mesa Directiva votará para seleccionar el mapa preferido de área fideicomisaria. 

 

A principios del año, la Mesa Directiva adoptó la resolución número A-2021-28 declarando su intención de cambiar de elecciones generales donde cada fideicomisario es elegido por todos los votantes del distrito, a elecciones por área de fideicomisario, donde el fideicomisario debe vivir en su área designada de cobertura, y es elegido solo por los votantes de esa área. El 4 de mayo de 2021, después de dos audiencias públicas para obtener opinión de la comunidad sobre el proceso de crear el mapa, la Mesa Directiva adoptó la resolución número A-2021-30, estableciendo los criterios para guiar a los demógrafos del distrito a preparar borradores de mapas de cobertura fideicomisaria. El 11 de mayo de 2021, el Distrito publicó dos borradores de los mapas preparados por el demógrafo para consideración de la Mesa Directiva y del público. 

 

El 18 de mayo, la Mesa Directiva llevó a cabo la primera de dos audiencias públicas requeridas para obtener comentarios del público sobre estos mapas. El 1 de junio de 2021, el distrito publicó oportunamente un nuevo mapa propuesto para área de fideicomisario (el de color morado) y dos mapas revisados (el anaranjado y el verde) en el sitio web del distrito. El 8 de junio de 2021, la Mesa Directiva tuvo la segunda de dos audiencias públicas requeridas por ley para recibir comentarios de la comunidad sobre los mapas propuestos, de conformidad con la Sección 10010 (a) (2) del Código Electoral. El 22 de junio de 2021, la Mesa Directiva tendrá una audiencia pública para recibir comentarios de la comunidad sobre los mapas preliminares de áreas fideicomisarias y la propuesta de pasar a elecciones por área de fideicomisario. Después de la audiencia pública, la Mesa Directiva votará para seleccionar un mapa preferido de área fideicomisaria y la secuencia de elecciones, que será presentado al Comité de la Organización de Distritos Escolares del Condado de San Luis Obispo para su aprobación.

Earlier in the year, the Board adopted Resolution Number A-2021-28, declaring its intent to transition from at-large elections, where each trustee is elected by all voters within the District, to by-trustee area elections, where each trustee must reside within a designated trustee-area boundary, and is elected only by the voters in that trustee-area.   On May 4, 2021, after two public hearings to gather community input on the trustee area map creation process, the Board adopted Resolution Number A-2021-30, establishing the criteria to guide the District’s demographers in preparing draft trustee area boundary maps. On May 11, 2021, the District published two draft maps prepared by the demographer for the Board and the public’s consideration.

 

On May 18, 2021 the demographer described the two draft maps, and the Board held the first of two required public hearings to receive public input on these maps.  On June 1, 2021, the District published 1 additional proposed trustee area map1 on the District’s website, and updated the previously published maps. El 8 de junio de 2021 a las 7 p.m., el Distrito Escolar Unificado Lucia Mar tendrá una audiencia pública para recibir la opinión de la comunidad sobre el “borrador” de los mapas de áreas fideicomisarias.

 

A principios del año, la Mesa Directiva adoptó la resolución número A-2021-28 declarando su intención de cambiar de elecciones generales donde cada fideicomisario es elegido por todos los votantes del distrito, a elecciones por área de fideicomisarios, donde cada fideicomisario debe vivir en su área designada de cobertura, y es elegido solo por los votantes de esa área. Earlier in the year, the Board adopted Resolution Number A-2021-28, declaring its intent to transition from at-large elections, where each trustee is elected by all voters within the District, to by-trustee area elections, where each trustee must reside within a designated trustee-area boundary, and is elected only by the voters in that trustee-area.

Lucia Mar's Board of Education is currently elected under an "at-large" election system, where trustees are elected by voters of the entire District. Trustees are elected in even-numbered years and serve staggered, four-year terms. On April 13, 2021, the Board adopted Resolution Number A-2021-28, declaring its intent to transition from at-large to by-trustee area Board elections, where each Board member must reside within the designated trustee area boundary, and is elected only by the voters in that trustee area.
 
On April 13, 2021, the Board considered information on the process and potential criteria for drawing the trustee area boundary maps, and the Board held a statutorily required hearing to receive input from the community on the trustee-area map creation process, pursuant to Elections Code section 10010(a)(1). The District's demographers, National Demographics Corporation, will present information on the process and criteria for drawing the trustee-area boundary maps. Following the presentation, the Board will hold the second of two statutorily required hearings to receive input from the community on the trustee-area map creation process, pursuant to Elections Code section 10010(a)(1).
