Credentialing & Compliance
The Human Resources department is responsible for assisting teachers and all certificated staff to complete the necessary requirements pertaining to credentialing and ESSA. This department ensures that every certificated employee maintains the appropriate authorization (permit, certificate, credential, waiver, etc.) needed for his/her current assignment.

EL Authorization: Effective March 1, 2011, the Lucia Mar Unified School District Board of Education adopted a resolution requiring all certificated teachers to possess and EL Authorization for employment.

Autism Added Authorization: Effective the 2013-2014 school year, the Lucia Mar Unified School District requires all certificated special education teachers to possess the Autism Added Authorization as a condition of employment.

Substitute Teachers (Day-to-Day)
Must have a valid teaching credential or 30-day substitute permit prior to beginning in any substitute assignment. Substitutes who work prior to approval by the Human Resources department and prior to issuance of a CTC document are not authorized to receive payment for unauthorized services provided.
Substitute Teachers (Long Term Substitutes)
Must have a valid teaching credential in the subject area of the substitute assignment and a valid EL authorization prior to beginning in any long term substitute position. Long term substitutes are eligible to work up to 130 days during a school year in the same assignment. Substitutes who work prior to approval by the Human Resources department and prior to issuance of a CTC document are not authorized to receive payment for unauthorized services provided.

Under Education Code 44258.9 the District has the duty of employing a person who holds the appropriate credential established for the position. Under Education Code 45034 the District and San Luis Obispo County Office of Education cannot issue any pay warrants for any person employed in a position requiring certification qualifications if such certification is not valid during the time of service.
The Commission on Teacher Credentialing holds the teacher/certificated employee responsible for completing all renewal requirements and notifying the commission of a change of address.
Under California Code of Regulations Section 80303, the District is obligated to report a change in a credential holder's employment status due to allegations of misconduct to the commission. Under Education Code section 44420, the District shall report to the commission a holder who refuses, without good cause, to fulfill a valid contract of employment. Under Education Code section 44940, the District shall report a mandatory leave of absence offense to the commission.
